The Render tab
The Render tab drives the renderer for the model currently on screen. Its changes last for the current session only. They are not written to preferences, and they do not survive into a saved file. The persistent half of the same settings lives in Settings ▸ Graphics and Settings ▸ Viewport, which set what every model opens with.

Which controls appear depends on the format. A glTF model gets a per-extension switch group, and a USD stage gets USD shading and lighting groups whose rows appear only where the stage has something for them to act on.
